Honoring the Future Leaders of the Sea

The maritime community once again gathered in solidarity and celebration at the ALU-APSU-ITF Building, Cubao, Quezon City, on September 28, 2025, for the awarding of the Ten Outstanding Maritime Students of the Philippines (TOMSP) 2025. Now firmly established as one of the most anticipated recognition programs in maritime education, TOMSP continues to shine a spotlight on the youth who embody excellence, leadership, and service.

This year’s edition drew representatives from maritime institutions, manning agencies, labor groups, and government offices. Together, they reaffirmed their shared commitment to nurturing the next generation of Filipino maritime professionals—individuals who will uphold the country’s reputation as a global leader in seafaring.

Voices of Guidance and Advocacy

The program opened with welcome messages that set the tone for an afternoon of inspiration and recognition. Among the most anticipated speakers was Mr. Yhren Bernard Sabanal Balinis of Ocean Centre Philippines, whose message emphasized that cadets must not only focus on academic and technical competence but also embrace their role as advocates for sustainability and good governance in the industry. He urged the finalists to lead with courage and vision as they step into their careers.

Representing the Department of Migrant Workers (DMW), Atty. Jerome Pampolina reminded attendees that safeguarding the welfare of Filipino seafarers remains a national priority. He called on cadets to be vigilant, disciplined, and professional, stressing that competence goes hand in hand with awareness of rights and responsibilities.

The Maritime Industry Authority (MARINA) was represented by Mr. Samuel Batalla of the STCW Office, who underscored the importance of international compliance. He noted that Filipino cadets must continuously adapt to stricter global standards and technological change, and challenged maritime schools to prepare their students not only to meet but to surpass these expectations.

Other expressions of support were also delivered by the Philippine Association of Maritime Institutions (PAMI), the Associated Philippine Seafarers Union (APSU), the National Maritime Polytechnic (NMP), and the Intership Navigation Training Center (INTC). Each organization echoed the same conviction: collaboration across sectors is essential to sustaining the Philippines’ edge in maritime education and training.

From Aspirants to Awardees

The TOMSP program’s selection process is known for its rigor. From an initial pool of 55 aspirants representing various maritime schools nationwide, the candidates were gradually narrowed down to 20 finalists. After extensive evaluation of their academic performance, leadership involvement, service initiatives, and maritime innovations, ten cadets rose to the top.

One of the defining aspects of TOMSP is its ability to connect the academic sector with the broader maritime industry. Schools provide the foundation of competence and discipline, but the industry ensures that cadets understand real-world expectations.

At the awarding ceremonies, industry leaders reiterated their readiness to support student development. Manning agencies highlighted the importance of mentorship during onboard training, while training centers stressed the need to align cadet programs with modern shipboard practices. Labor groups, meanwhile, voiced the importance of advocacy and collective representation, ensuring that the cadets of today will inherit not only opportunities but also strong protections.

This bridge between schools and industry embodies the very purpose of TOMSP: to prepare students for the transition from cadet to officer, and from learner to leader.

Running from September 29 to October 1, 2025, the three-day event brought together a diverse mix of government executives, maritime leaders, manning agencies, shipping companies, training centers, and thousands of Filipino seafarers—all sharing one mission: to drive the maritime industry toward innovation and sustainability. Organized under the theme “Innovation, Collaboration, and Opportunities,” BEACON 2025 embodied the spirit of progress that continues to propel the Philippine maritime sector forward.

A Two-Day Gathering for the Maritime Industry The Marino World Manning Expo & Conference 2025 is set to bring together the global maritime community for two days of dialogue, innovation, and collaboration on September 30 and October 1, 2025. The event promises to be a pivotal moment for seafarers, manning agencies, shipping companies, and maritime educators as they discuss the evolving landscape of seafaring in a rapidly changing world. Hosted in the Philippines home to one of the world’s largest pools of maritime professionals the expo serves as a hub where voices from both sea and shore converge to shape the industry’s future.

Heartfelt Tribute to Capt. Gregorio S. Oca Marks Opening of Maritime Week 2025 Manila, Philippines — The maritime community expressed a heartfelt tribute through a wreath-laying ceremony on September 21, 2025 at the AMOSUP Seamen’s Center in Manila, in memory of Capt. Gregorio S. Oca, the founder of the Associated Marine Officers’ and Seamen’s Union of the Philippines (AMOSUP). The solemn event was led by Dr. Conrado Oca, AMOSUP President, and VAdm Eduardo Santos, MAAP President and AMOSUP Executive Vice President. Also present were AMOSUP officers, members, and several maritime stakeholders who gathered to honor and continue the legacy of Capt. Oca. “This event is not just a ceremony but a reminder of the values Capt. Oca stood for — compassion, service, and dedication to our seafarers,” Dr. Oca said in his opening remarks. He added, “His legacy remains our guiding light as we continue to serve the Filipino seafarers.” The wreath-laying ceremony officially marked the opening of Maritime Week 2025, scheduled from September 22–28. Throughout the week, various activities such as seminars, job fairs, health and wellness programs, and community outreach events are lined up. These aim to recognize and appreciate the crucial role of Filipino seafarers, who continue to form the backbone of the global shipping industry. In his message, VAdm Santos emphasized the importance of unity within the maritime sector. “AMOSUP is not just a union; it’s a home for our seafarers and their families,” he said. “We must continue building on the foundation laid by Capt. Oca to ensure the welfare and growth of our maritime professionals.” Beyond being a tribute, the ceremony also provided an opportunity to reflect on AMOSUP’s major milestones — from securing better benefits and working conditions for seafarers, to establishing facilities for training, healthcare, and education. For many attendees, it was a moment of reflection and inspiration to continue advocating for the rights and welfare of maritime workers. As Maritime Week 2025 unfolds, AMOSUP hopes for stronger support and recognition for Filipino seafarers. According to Dr. Oca, “This week is all about you, our seafarers — our modern-day heroes of the seas. Without you, the maritime industry will not thrive the way it does today.” At the close of the program, attendees offered prayers and expressed gratitude, praising the sacrifices and contributions of Filipino seafarers who continue to bring honor and stability to the country’s economy.
