Manila, Philippines —Ninety-five (95) newly licensed marine officers formally pledged their commitment to serve the Philippine maritime industry during the Maritime Industry Authority’s (MARINA) quarterly oath-taking ceremony at the AMOSUP Convention Hall in Intramuros, Manila.

The ceremony was organized by MARINA’s Standards of Training, Certification and Watchkeeping (STCW) Office through its Examination and Assessment Division (EAD) and the Board of Examiners (BOE). It was a solemn occasion that recognized the professional milestone of each officer and underscored their responsibility to uphold the highest standards of safety, professionalism, and integrity in the global maritime industry.

A total of sixty (60) deck officers participated in the ceremony, composed of twelve (12) Master Mariners, one (1) Chief Mate, and forty-seven (47) Officers-in-Charge of a Navigational Watch (OIC-NW). Alongside them were thirty-five (35) engineer officers, consisting of five (5) Chief Engineers, two (2) Second Engineers, and twenty-eight (28) Officers-in-Charge of an Engineering Watch (OIC-EW). Collectively, this group represents the next generation of Filipino seafarers who will continue to strengthen the country’s reputation as one of the top providers of maritime professionals worldwide.

In his message, STCW Office Executive Director Samuel L. Batalla congratulated the newly licensed officers and highlighted the importance of their role in both national and international shipping. He reminded them that they are not only navigators of international trade but also guardians of safety at sea and protectors of the marine environment. He emphasized that their responsibilities extend beyond technical skills, requiring discipline, leadership, and integrity to meet the challenges of modern seafaring. According to him, their successful passage through rigorous examinations and assessments reflects not only their competence but also their readiness to embrace the challenges of maritime service.

The event likewise served as a reminder that the authority entrusted to them carries accountability and responsibility. The ranks and insignias they now wear symbolize leadership, service, and trust—values that must guide their actions in every voyage. The ceremony reinforced the principle that Filipino marine officers are recognized globally not only for their knowledge and skills but also for their dependability, professionalism, and adherence to international standards.

The oath-taking was administered by Capt. Danilo G. Arevalo, Chairman of the Board of Marine Deck Officers (BOMDO), and Chief Engr. Reynaldo S. Rabino, Chairman of the Board of Marine Engineer Officers (BOMEO). Both officials stressed that the moment marks the formal beginning of the officers’ professional journey and that their commitment to duty and safety will be critical to the welfare of their vessels, crews, and the broader maritime industry.
