Coron, Palawan – Boat operators in Coron have expressed strong appreciation for the new initiative of the Maritime Industry Authority (MARINA), which has significantly streamlined the registration process for wooden-hulled recreational boats (WHRBs) used in the tourism industry. The policy, outlined in MARINA Circular No. DS-2025-03, was formally introduced during a visit by Administrator Sonia Malaluan on September 21, 2025, marking the start of its pilot implementation in one of the country’s most popular island destinations.
For years, local boat operators have struggled with the lengthy, costly, and often complicated registration system required to keep their vessels compliant with safety and legal standards. The new Circular seeks to address these challenges by introducing reforms designed to reduce paperwork, cut costs, and improve efficiency.
Among the most notable changes is the introduction of the “5-in-1 Safety Certificateâ€, which consolidates five separate documents into a single certification. This not only reduces the time spent on applications but also eliminates the need to track multiple renewals. In addition, the validity of certificates has been extended from three years to five years, giving operators greater stability and fewer renewal obligations.
Equally important, the processing time for permits and certificates has been shortened. Under the new system, requirements can now be completed within just three days a major improvement compared to the longer wait times of the past. Perhaps the most welcome change for small operators is the reduction in fees. What used to cost almost ₱10,000 can now be accomplished for only ₱1,000, making compliance more affordable for ordinary boatmen.

This initiative reflects the directive of President Ferdinand Marcos Jr. and Department of Transportation (DOTr) Acting Secretary Giovanni Lopez, who have called on agencies to simplify government processes and make them more accessible to workers in grassroots industries. By easing the burden on local boat operators, the program aims not only to support livelihoods but also to strengthen the tourism sector, which heavily relies on safe and reliable marine transport.
During the first rollout in Coron, more than 300 boatmen participated in free training sessions held from September 15 to 17. These sessions focused on safety practices, regulatory compliance, and the benefits of the new system. Following the training, over 200 boats were successfully registered and issued franchises between September 18 and 21.
Administrator Malaluan underscored the importance of the reforms during her visit. “With the 5-in-1 Safety Certificate, the process is faster and more affordable. From ₱10,000, the cost for boat operators is now only ₱1,000—ensuring safety while remaining within reach of small workers,†she said.

The success of the pilot program was made possible through close coordination with the local government of Coron, led by Vice Mayor Asian Palanca, as well as the Philippine Coast Guard Sub-Station Coron under Ensign Jervy Miag-Ao. Support also came from Coron Boat Service Cooperative Chairperson Melchor Apuen and Calamianes Divers Association President Al Barona, who worked closely with MARINA in mobilizing the community.
Key MARINA officials also played a role in the rollout. Domestic Shipping Service Director Luisito Delos Santos and Chief of Staff Engr. Ronaldo Bandalaria were actively involved in drafting and refining the Circular. Meanwhile, MARINA Regional Office 4 Director Atty. Maximo Banares supervised the activities on the ground, ensuring that the program was carried out smoothly.
With the positive outcome of its pilot run in Coron, the new Circular is expected to be expanded to other coastal areas of the Philippines. For many boat operators, the reforms represent not only reduced costs but also a renewed sense of partnership with the government, as their needs and challenges are finally being addressed.

Adding to this, DMW Secretary Hans Cacdac delivered a powerful keynote address, while H.E. Christian Halaas Lyster of the Royal Norwegian Embassy shared insights on international maritime cooperation. Messages of support from legislators and maritime champions further amplified the importance of this gathering.
